If no claim for an impounded vehicle is made, the city may burn, cut up, destroy, sell, or otherwise dispose of the same as junk or for the best price obtainable and the proceeds therefrom, if any, shall be used to pay the reasonable charges of removal and delivering said vehicle to the city by the person who paid such charges, and the expense of keeping and disposing of said vehicle, and any balance remaining shall be paid to the General Fund of the city.
