§ 72.19 POLICE DUTIES REGARDING VIOLATION.
   (A)   When any parking meter shall indicate that the vehicle occupying the parking space adjacent to such parking meter is or had been parking in violation of any of the provisions of this chapter, it shall be the duty of the police officers of the city to report to the City Clerk the number of such parking meter, the state license number of such vehicle, the time such vehicle has parked in violation of any of the provisions of this chapter, and any other facts which are necessary to a thorough understanding of the circumstance attending such violation. Such officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this chapter and instruct such owner or operator to report to the office of the City Clerk in regard to such violation. Each such owner or operator may, within 24 hours of the time when such notice was attached to such vehicle, pay to the Clerk or deposit the sum of $.50 in the envelope provided by the police in the Meter Fine Boxes attached to the meters as a penalty for and in full satisfaction of such violation.
   (B)   When a vehicle has been found in violation under the provisions of division (A) of this section and a notice has been placed on said vehicle and it remains in violation thereafter, then, under such circumstances, each additional hour of violation shall constitute a separate violation subject to the same conditions of reporting, notice and liabilities for fines and penalties as the initial violation under said division (A).
   (C)   The failure of such owner or operator to make such payment within 24 hours shall render owner or operator subject to the penalties hereinafter provided for the violation of the provisions of this chapter.
   (D)   All penalty fees and fines paid to said Clerk or received by him in the Parking Meter Fund account and shall become a part of the monies of said Fund and to be used as set forth in § 72.18.
