(A) Upon placing such meter in operation as aforesaid, the parking space may be lawfully occupied by such vehicle for a period of twelve consecutive minutes for each one cent coin of the United States deposited therein, up to 120 minutes, or for a period of 60 consecutive minutes for each five cent coin of the United States deposited therein, up to 120 minutes, or for a period of 120 minutes for each ten cent coin of the United States deposited therein. Payment of the aforesaid amounts for the above periods shall be made for parking in the areas set forth herein; except the parking spaces in front of or adjacent to the United States Post Office building, The Superior National Bank and Trust Company of Hancock building and the Detroit & Northern Savings & Loan Association building, which shall be identified by meter supports painted red. These spaces shall not be occupied for a period of time in excess of 24 consecutive minutes. If any such vehicle shall remain parked in any such parking space beyond the parking time limit as fixed by the coin or coins deposited in such meter for such parking space, the parking meter shall by dial and pointer indicate such illegal parking and in that event, such vehicle shall be considered parked overtime and beyond the period of legal parking time and shall constitute a violation of this section and the owner or operator thereof shall be punished as hereinafter set out.
(B) Said parking meters shall be operated in said parking meter zones on Mondays, Tuesdays, Wednesdays, Thursdays and Saturdays between the hours of 9:00 a.m. and 5:00 p.m. and on Fridays between the hours of 9:00 a.m. and 8:30 p.m., Sundays and holidays being exempt. Within the meaning of this section the term HOLIDAY shall include the following days only: the first day of January, the 30th day of May, the Fourth of July, the first Monday in September the December 25th and the day designated and set aside by the President of the United States as a day of Thanksgiving. In addition, there shall be free two hour parking in the metered parking zones in the city from the first Friday after Thanksgiving through December 31.
(C) The Chief of Police shall have discretionary power, whenever same is in his opinion necessary to place or tie or fasten a hood of suitable material over the top or head of the meter itself proper, thereby indicating to the public that said meter is for some reason not in operation, and any vehicle so parked in said space shall not be subject to the provisions of this section, but shall be subject to any and all other parking ordinances and regulations still in full force and effect and not expressly repealed by this section.
