All plans for the installation of new utilities or extension of existing facilities by an individual, firm or corporation shall be submitted to the City Manager for approval. All plans so submitted shall specify the size, depth from surface, location and direction from property line, valve locations and all other necessary descriptions. No construction under such plans shall be commenced without prior written approval by the City Manager and the Superintendent of Water.
