A combined water and sewer rate schedule shall be determined by the City Council and the current schedule along with other special authorized charges shall be listed in the §§ 54.40 through 54.47 hereto as part of this subchapter. The established rates shall produce revenues sufficient to cover administrative and operating expenses of the system, maintain facilities in a state of good repair and working order and, also, sufficient to meet the required payments for interest and principal on any bonded indebtedness that is a liability of the system.
