§ 52.12 AUTHORITY OF CITY MANAGER AND DIRECTOR OF PUBLIC WORKS.
   The City Manager and the Director of Public works shall make such rules and policies, as necessary, to facilitate the efficient and effective collection and disposal of waste with the approval of the City Council.
