All sales of personal property which has become obsolete and unserviceable, when the estimated value shall exceed $150, shall be sold by sealed bid.
(A) Notices, at the discretion of the Purchasing Agent, shall be published once in at least one official newspaper in the city, at least five days preceding the last day for the receipt of proposals. The newspaper notice, when it is used, shall include a general description of the articles to be sold and the time and place of bid openings. A notice inviting bids shall be posted in City Hall at least five days preceding the last day for the receipt of proposals.
(B) Bids will be opened publicly by the Purchasing Agent.
(C) All bid awards shall be approved by the City Council.
