The Purchasing Agent shall only have authority to recommend bid awards. Final award decisions shall be made by the City Council.
(A) When the award is not given to the lowest bidder a full and complete statement of the reasons for placing the award elsewhere shall be placed in the minutes of the Council meeting following the award.
(B) If all bids received are for the same total amount of unit price, quality being equal, the award shall be made at the discretion of the City Council.
