All using departments shall file with the Purchasing Agent detailed requisitions for estimates for their requirements of supplies, services, materials, and equipment.
(A) A using department shall not be prevented from filing with the Purchasing Agent at any time a requisition or estimate for any supplies and services, the need for which was not foreseen when the detailed estimates were filed.
(B) The Purchasing Agent shall examine each requisition and shall have the authority to revise as to quantity, quality, or estimated cost. The Purchasing Agent shall consult with the head of the department making the request prior to making revisions.
(C) No officer or employee of the city shall make any purchase for or on behalf of the city of any supplies, materials, equipment or services of any kind whatsoever except through the Purchasing Agent or by prior authorization. However, the provisions of this section shall not apply to emergency purchases provided for in this chapter.
