(A) Whoever owns or harbors any animal which is bitten by another animal showing symptoms of rabies shall report the incident to the Police Department.
(B) Any person in possession of an animal which has contracted rabies, or which has been bitten by an animal suspected of being afflicted with rabies, or which has bitten any person shall, upon demand of the Police Department or any other person designated by the Chief of Police produce and surrender up the animal to the Police Department or its designee to be held for observation for a period of ten days. Provided, that with the approval of the Chief of Police or their designee, any animal may be surrendered to a registered veterinarian or to any approved, non-profit corporation organized for the purpose of sheltering dogs, or may be confined for a period of ten days at the owner's home. It shall be unlawful for any person to remove or allow the removal of an animal so confined for observation from the premises without permission of the Chief of Police or their designee. Every owner, or other person, upon ascertaining that a dog is rabid, shall immediately notify the Police Department who shall, with the consent of the owner, remove the dog to the pound or summarily destroy it. If the owner refuses to consent to removal or destruction, the Police Department shall apply for and obtain a warrant from a court of competent jurisdiction. All costs incurred in this section, including those necessary for obtaining any order of removal/destruction, shall be at the expense of the owners.
