(A) Composition. There is hereby created and established a commission to be known as the Human Relations Commission consisting of 12 members. They should support the purpose of this subchapter. Membership shall not be limited to residents of the city, but appointments may be made from the entire local community.
(B) Duties. The Human Relations Commission shall:
(1) Promote mutual understanding and respect among all residents of the community;
(2) Discourage and prevent by persuasion, prejudice, intolerance and discriminatory practices against any individual or group;
(3) Disseminate information and educational materials consistent with the purpose of this subchapter;
(4) Inform the City Manager or their designee on any complaints and problems arising between groups or individuals which result or may result in tensions, discrimination or prejudice in the city;
(5) Assist with educational programs and campaigns to assist various groups and agencies in the community;
(6) Cooperate with city, state, federal and other governmental or private agencies in the promotion of better human relations;
(7) Encourage employment practices and hiring procedures in city government to ensure a diversified work force; and
(8) Disseminate important city information as requested, such as voting materials and other information critical to the health and welfare of the residents of the city, in languages other than English when possible.
