(A) The Arts and Culture Commission shall, from its appointed members, annually elect a chairperson and vice-chairperson whose terms of office shall be fixed by the Rules of Procedure of the Arts and Culture Commission. The chairperson shall preside over the Arts and Culture Commission and shall have the right to vote. The vice-chairperson shall, in absence, or disability of the chairperson perform the duties of the chairperson and shall have the right to vote. The City Manager or his or her authorized representative shall act as secretary of the Arts and Culture Commission, and maintain a record of all of its proceedings.
(B) The Arts and Culture Commission shall, at its first meeting establish the Rules of Procedure for conducting its business.
