A motion to suspend the rules shall require a two-thirds vote of members unless the motion is intended to grant additional time to a member of the public commenting during the public participation portion of the meeting; in this case, the motion shall require a simple majority of members present voting in the affirmative to pass, provided that no speaker is allowed to speak for a time equal to twice the normal time allotted.
