§ 30.006 ADDRESSING BOARDS AND COMMISSIONS.
   (A)   Any person may address a board or commission during the meeting without prior permission subject to the following:
      (1)   Interested parties or their authorized representatives may address the board or commission by written communication with respect to any matter by delivering to the City Clerk a copy of the written communication before the meeting; and
      (2)   Interested persons or their authorized representatives may address the board or commission during a meeting by oral communication.
   (B)   After a motion has been made, no person shall address the board or commission without first securing the permission of the commission to do so.
   (C)   In accordance with the Open Meetings Act, Public Act 267 of 1976, being M.C.L.A. §§ 15.261 through 15.275, each person addressing the board or commission shall stand and, unless the board or commission grants further time, shall limit his or her remarks to three minutes at the beginning of the meeting. A person may also address the board or commission a second time for an additional three minutes at the close of the meeting.
