§ 30.005 RULES OF DEBATE.
   (A)   The chair may not make or second motions but may debate from the chair, subject only to limitations of debate as are herein imposed on all members.
   (B)   Every member wishing to speak shall address the chair and, upon recognition by the chair, shall confine himself or herself to the question under debate, avoiding all personalities and indecorous language. A member violating this section shall forfeit all remaining opportunities to debate the subject at hand.
   (C)   Debate shall continue until the chair has recognized all members who wish to speak. The chair shall determine the order of speakers.
   (D)   A member, once recognized, shall not be interrupted when speaking unless it is to call him or her to order, or as herein otherwise provided. If a member, while speaking, is called to order, he or she shall cease speaking until the question of order is determined, and, if in order, he or she shall be permitted to proceed.
