§ 154.001 NEW BUILDING CONSTRUCTION.
   There shall be no new building constructed on any park land which is located within the boundaries of the city, and which is owned by the city or by any agency of the city, except if the building is approved by a three-fifths vote of the electors voting thereon at any general or special election.
