No non-owner occupied dwelling or dwelling unit may be occupied unless a copy of the current certificate of compliance is displayed in an eight and one-half by 11 inch frame securely affixed to the interior wall adjacent to the primary entrance door to the dwelling or unit. A multiple-family dwelling or apartment complex shall display the license in the same manner at the primary entrance of each building or unit.
