§ 131.006 DECLARATION OF PUBLIC NUISANCE BY DEFAULT.
   If an owner, having been properly notified of the alleged nuisance and the time, date and location of the hearing before City Council, or his or her attorney, shall fail to appear at the hearing the City Council shall enter a ruling in default. Failure to appear shall be viewed, in all cases, by the City Council, as the concession, by the owner, to the relevant evidence in the action.
