For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CITY COUNCIL. The City Council, or a standing or special committee of the City Council.
OWNER. Any person who possesses or has legal or equitable interest in a property. OWNER also means any person who has or exercises any control, custody or dominion over a property whether or not that person has or claims to have any legal or equitable interest in the property. OWNER also means any person having an ownership interest in a property as disclosed by the records referred to in this subchapter.
PROPERTY. Any land, structure, house, building, premises or any part thereof.
REPEATED AND REPEATEDLY. Two or more times within one year.
