Permits to carry on or conduct a poultry slaughterhouse in the city shall be granted by the Department of Health of the city for each poultry slaughterhouse conducted or maintained in the city and each permit shall expire on May 1 of the calendar year following the issue thereof, and shall be renewed annually before the expiration thereof.
