The City Clerk is hereby authorized to refuse to issue a license, or the Council may revoke a license upon satisfactory proof that the applicant is not of good character, or is not the proper person to have a license, or that the applicant conducts the place or establishment in violation of the rules of the Health Department, or that the place or establishment where he or she conduct ths business is not a proper place in which to conduct the business, or that the place or establishment does not comply with all of the requirements of § 119.094, or that the place or establishment is not kept and maintained in a clean and sanitary condition at all times.
