(A) The Clerk of the city is hereby authorized to license any person or persons of good character who desire to follow or engage in the business or occupation of a hawker or peddler in the city upon the payment by the persons and each of them, of the sum prescribed in § 116.003.
(B) No person can take out more than one license in his or her name, or authorize any person to operate under a license issued to him or her. All licenses granted under this subchapter shall be deemed as granted for the terms of one year commencing May 1 unless some other period of time should be expressly stated in the section.
