A registration fee and renewal fee shall be assessed from each licensee in a manner and amount as set from time to time by resolution of the City Council. The license fee shall be waived in the event the proposed licensee has a valid and updated pawn license. A transaction fee per transaction shall be payable in an amount as set from time to time by the City Council.
