§ 110.010 DUTIES OF LICENSEE.
   (A)   General standards of conduct. Every licensee under this subchapter shall:
      (1)   Permit inspection. Permit all reasonable inspections of his or her business and examinations of his or her books by public authorities so authorized by law;
      (2)   Comply with governing law. Ascertain and at all times comply with all laws and regulations applicable to the licensed business and all the Hamtramck Code of Ordinances including Hamtramck nuisances ordinances;
      (3)   Operate properly. Avoid all forbidden, improper or unnecessary practices or conditions which do or may affect the public health, morals or welfare;
      (4)   Cease business. Refrain from operating the licensed businesses on premises after expiration of his or her license and during the period his or her license is revoked or suspended; and
      (5)   Label/identify. All secondary locations, demisters, specialty trash receptacles, or anything else associated with the business shall be marked as such. Either the name of the business or address associated with the business shall be affixed so that it may be readily identifiable to whom is the responsible business.
   (B)   Display of license and insignia. Every licensee under this subchapter shall do the following.
      (1)   Premises.
         (a)   Licenses. Post and maintain the license upon the licensed premises in a place where it may be seen at all times.
      (2)   Vehicles.
         (a)   Effect of this subchapter. Any general or special license fees required for any kind of vehicle, for the privilege of being operated upon the public highways, by any statute or ordinance, shall not abrogate, limit or affect any further requirements of this subchapter or of other ordinances or laws, for additional and separate licenses, permits and insignia and fees for vehicles, or other uses, for and relating to the privilege of using the same in the business so licensed.
         (b)   Motor vehicles. Affix any insignia delivered for use in connection with a licensed motor vehicle on the inside of the windshield of the vehicle or as may be otherwise prescribed by the City Clerk or by law.
         (c)   Motor-less vehicles. Affix any metal or other durable type of insignia delivered for use in connection with a wagon or other vehicle not operated by motor power securely on the outside of the vehicle.
      (3)   Persons. Carry the license on his or her person when he or she has no licensed business premises.
      (4)   Machines. Affix any insignia delivered for use in connection therewith upon the outside. of any coin, vending or other business machine or device, so that it may be seen at all times.
      (5)   Inoperative licenses, special permits and insignia. Not allow any license, special permit or insignia to remain posted or displayed or used, after the period for which it was issued has expired. or when it has been suspended or revoked, or for any other reason become ineffective. The licensee shall promptly return the inoperative license, special permit or insignia to the City Clerk.
      (6)   Unlawful possession. Not loan, sell, give or assign, to any other person, or allow any other person to use or display, or to destroy, damage or remove, or to have in his or her possession, except as authorized by the City Clerk or by law, any license or insignia which has been issued to the licensee.
   (C)   New location desired. A licensee shall have the right to change the location of the licensed business provided he or she shall do the following.
      (1)   Approval of City Clerk. Obtain written permission from the City Clerk for the change of location.
   (D)   Keep records.
      (1)   Keep all records and books necessary to the computation of his or her license fee and to the enforcement of this subchapter.
   (E)   Security. The City Clerk may direct a business to ensure and secure the safety of its operations, patrons, guests, and residents of Hamtramck. If the business is an inherently dangerous business or attractive target, has likelihood of continued unruly crowds, special fire concerns, special events requiring crowd control, or any other safety concerns.
      (1)   The licensee may contract with the City of Hamtramck for extra police or fire services at the expense of the licensee, private party, or other organization requesting the services if staffing is available.
         (a)   Failure to reimburse the City of Hamtramck for any contracted police or fire services shall be a violation of this subchapter and subject to penalties under § 110.013.
