The purpose of this subchapter is to establish a program for inspection and certification of properties that have been deemed to be vacant, abandoned or foreclosed. Such properties are found to be in declining conditions and often inhabitable. To protect the health, safety and welfare of new occupants of properties found to be vacant, abandoned or foreclosed within the provisions of this chapter will be required to pass inspection and receive a certificate of occupancy before being occupied.
