§ 96.003 EVIDENCE OF VACANT OR ABANDONED PROPERTY.
   Property will be presumed abandoned when there is evidence of conditions, taken separately or as a whole that would lead to the conclusion that the property is vacant. Scope of evidence includes, but is not limited to evidence of overgrown or dead vegetation; accumulation of newspapers, circulars, flyers or mail; past due utility notices and/or disconnect utilities; accumulation of junk, litter, trash or debris; abandoned vehicles; open entryways, broken or boarded windows; statements of neighbors, passersby, delivery or utility agents, city workers and code officials, Police and Fire Department employees.
