The purpose of this subchapter is to prevent blight, protect property values and neighborhood integrity, avoid the creation and maintenance of nuisances, ensure the safe maintenance of buildings and to protect public health, safety and welfare by creating a vacant property registry and establishing inspection and maintenance standards.
