(A) This chapter shall not apply to properties taken by a governmental entity in a foreclosure proceeding which are vacant and secured and:
(1) Scheduled for demolition; or
(2) Scheduled for sale within 12 months.
(B) The requirements of this chapter which are applicable to residential buildings for which a certificate of occupancy is required shall not include owner-occupied dwellings for which a certificate of occupancy may be required.
(C) The requirements of this chapter shall not apply to any person(s) who owns fewer than three residential buildings in the county for which a certificate of occupancy is required.
(D) All dwellings for which a certificate of occupancy is required shall be inspected regardless of their exemption but shall receive only documentation of the problem(s) noted during the inspection.
