A person who owns, manages, leases, rents or occupies a premise shall not create, maintain, operate or permit to be created, maintained or operated any nuisance as defined in this subchapter. All persons who own, manage, lease, rent or occupy any premises shall be equally responsible for keeping the premises in a clean and habitable condition and take necessary precautions to prevent any nuisance, as defined in this subchapter, from existing on the premises. Each day a violation continues is deemed a separate offense.
