(A) General. For the purposes of this section, a kennel shall be construed as an establishment either residential or commercial wherein or whereon four or more warm blooded animals of the same species, six months or older, are confined and kept. Wherein or whereon any dog or warm-blooded animal is for adoption, the premises is used for boarding, grooming, breeding, rescue, or training purposes, or for remuneration. Any person requiring a kennel license shall make application to the City Clerk and must also maintain a valid Hamtramck business license. The license shall be issued only after investigation of the Building Department, Police Department and Fire Department regarding compliance with all codes and ordinances of the city, and a report regarding same shall be submitted in writing to the Clerk's office. The buildings, including walls and floors, shall be of a construction as will adequately and comfortably house the animals kept therein and the facilities used to confine the animals shall be kept clean and free from accumulation of filth, mud, waste matter, vermin and debris. All warm-blooded animals kept or maintained in connection within the kennels shall be furnished with a clean, fresh potable water supply at all times, and adequate and proper food to maintain the animals in normal condition of health.
(B) Fees. The fee for the license shall be set by a resolution of City Council annually.
(C) Vaccination and license. All dogs retained in any kennel shall be vaccinated and licensed subject to the provisions of this section and state law.
(D) Certificate to be provided.
(1) Any person or persons, commercial establishment or organization offering animals for adoption or sale shall provide the buyer with a certificate guaranteeing that the animal is free from all disease and has had all appropriate shots (including name of licensed veterinarian and date).
(2) No animal offered for adoption or sale shall be placed in a kennel or cage where a previously diseased animal was housed until the kennel or cage is cleaned, disinfected, and found to be free from disease in a manner approved by the County Health Department and/or any representative of the Michigan Humane Society.
