§ 90.017 DOG AT LARGE.
   (A)   It shall be unlawful for any person owning or keeping a dog to permit the dog to run at large in any street, alley, or public place, or upon the premises of another without the express permission of the owner or occupant of the property. All dogs shall be leashed when in public places unless otherwise permitted.
   (B)   For the purposes of this section, a dog shall be deemed not to be under reasonable control and at large when the dog commits damage to the person or property of any other than the owner, except in the defense of the owner, owner's family, or owner's property, while off the premises of the owner.
