No dog shall be permitted upon the public streets or off the premises of the owner unless the animal has been immunized against rabies as mandated by the State of Michigan, and unless the animal is leashed and under the reasonable control of the owner or unless the animal is confined in the process of being transported to and from the premises of the owner. For the purpose of this chapter, an animal shall be deemed under the reasonable control when the animal is with the owner or some member of the owner's family or some other person with permission of the owner.
