§ 90.007 ABANDONMENT, TRANSPORT, VEHICLE ACCIDENT.
   (A)   It shall be unlawful to abandon an animal or cause an animal to be abandoned in any place. An animal that is lost by an owner or custodian shall not be regarded as abandoned under this section when the owner or custodian has made a reasonable effort to locate the animal.
   (B)   It shall be unlawful to transport, carry, or cause to be carried any live animal upon the hood, fender, running board, or other external part of any moving motor vehicle or within the open bed of any moving motor vehicle.
   (C)   Any person who, as the operator of a motor vehicle, strikes a domesticated animal shall stop at once and render such assistance as may be possible and shall immediately report such injury or death to the animal's owner; in the event the owner cannot be ascertained and located, such operator shall at once report the accident to the police department.
   (D)   For purposes of this section, returning a community cat to the location where that cat was found as part of a trap-neuter-return effort is not considered abandonment.
