§ 74.005 REGISTRATION AND RECORD KEEPING.
   (A)   Every owner desiring to register their bicycle with the City Clerk may do so. The registration shall state the owner’s name, date of birth, residence address, make of bicycle, serial number, and any other information as the City Clerk shall require. A registration fee may also be required, which may be established by Council resolution annually.
   (B)   Upon registration of the bicycle with the City Clerk, he or she shall cause to attach proof of registration to the bicycle. The City Clerk shall be authorized to determine the color, type and form of the proof of registration to be attached to the bicycle, provided that the proof of registration is numbered and contains the words “City of Hamtramck, MI.” A new proof of a lost, mutilated or destroyed proof of registration may be secured from the City Clerk upon filing of an affidavit with him or her, demonstrating the facts, and upon payment of the appropriate fee.
   (C)   All proof of registration shall remain the property of the city and shall not be covered, obscured, bent, altered, or defaced in any manner likely to impair its legibility. No person shall remove, destroy, mutilate, alter, or counterfeit any proof of registration, or issue any forged or counterfeit proof of registration.
