§ 73.005 ESTABLISHMENT OF INSTALLATION AND MAINTENANCE FEES.
   The installation and maintenance fees for building entrance zones established under the terms of this chapter shall be as hereinafter provided:
   (A)   Where the establishment of building entrance zones do not necessitate the removal of vehicle parking meters, an installation fee of $25 shall be paid to the city by the applicant to defray the cost thereof. In addition, an annual maintenance fee of $5 shall be paid to the city by the permit holder on or before May 1 of each year, the fee to defray maintenance for the 12-month period, or fraction thereof follow the maintenance fee by May 1, any permit issued hereunder shall automatically expire.
   (B)   Where the establishment of a building entrance zone necessitates the removal of one or more vehicle parking meters, an installation fee of $75 shall be paid to the city by the applicant to defray the cost of removing the vehicle parking meters and installing signs in each building entrance established on the street. In addition, an annual maintenance fee of $5 shall be paid to the city by the permit holder on or before May 1 of each year for each building entrance zone established in an area where the vehicle parking meters existed, where it was necessary to remove not more than two meter stalls, and an additional fee of $25 shall be paid to the city by the permit holder for each meter stall in excess of two which shall have been removed to provide the building entrance zone on or before May 1 of each year, the fee to defray maintenance and loss of revenues to the city for the 12-month period, or fraction thereof following. Failure to pay the fees shall subject the permit holder to the penalties established for violation of this chapter.
