§ 73.004 INSTALLATION AND MAINTENANCE FEES.
   The installation and maintenance fees for loading, shipping or receiving zones established under the terms of this chapter shall be as hereinafter provided.
   (A)   Where the establishment of a zone does not necessitate the removal of vehicle parking meters, an installation fee of $1 per foot frontage shall be paid to the city by the applicant to defray the cost of establishing a zone. In addition, an annual maintenance fee of $5 shall be paid to the city by the permit holder on or before May 1 of each year to defray the cost of maintenance for the following 12-month period, or fraction thereof. In the event of failure to pay the maintenance fee by May 1, the permit issued hereunder shall automatically expire.
   (B)   Where the establishment of a loading, shipping or receiving zone necessitates the removal of one or more vehicle parking meters, an installation fee of $75 shall be paid to the city by the applicant to defray the cost of removing the vehicle parking meters and installing signs in each loading, shipping or receiving zone established on the street. In addition, the annual maintenance fee of $5 shall be paid to the city by the permit holder on or before May 1 of each year for the zones established where the vehicle parking meters were removed, where it was necessary to remove not more than two meter stalls, and an additional fee of $25 shall be paid to the city by the permit holder for each meter stall in excess of two which shall have been removed to provide the zone on or before May 1 of each year, the fee to defray maintenance and loss of revenues to the city for the 12-month period, or fraction thereof following. In the event of failure to pay the above maintenance fee by May 1, the permit issued hereunder shall automatically expire.
