(A) The Chief of Police, in order to enforce the provisions of this chapter, shall erect no parking signs and other appropriate signs marking the limits of the loading, shipping or receiving zones and setting forth the hours during which the provisions shall be in effect.
(B) During the hours when the provisions applicable to the loading zone are in effect, no vehicle shall be parked in any zone, except for the purpose of taking on or discharging merchandise or freight, or for the expeditious loading or unloading of passengers, and in no case for longer than 30 minutes.
