Any owner or occupant of a building adjacent to a street or alley desiring a certain loading zone immediately in front of an entrance to the building shall make application to the Chief of Police setting forth all relevant information and stating the number of feet desired for that purposes. The Chief of Police shall have authority to grant or refuse the application when in his or her judgment the public welfare so requires, or to grant the same with the restrictions or limitations as he or she may deem necessary. In case the application is granted, the Chief of Police shall issue to the applicant a permit, or certificate, setting forth the location of the loading, shipping or receiving zone the number of feet fixed for the zone and other limitations that may be pertinent. The permit may, at any time, be withdrawn or modified by the Chief of Police whenever in his or her judgment the public welfare so requires.
