Special signage shall be designated by the Chief of Police for these areas other than traditional handicapped parking signage.
   (D)   Special residential disability parking users are subject to all additional parking regulations and enforcement, including street sweeping and snow removal restrictions. Use of a designated residential disability parking space by other than the registered user is not permitted, and vehicles found to be in violation are subject to removal at the sole discretion of the city by any means necessary including but not limited to towing.
