(A) Whenever any vehicle shall be found parked in any parking meter space overtime and beyond the period of legal parking time established for the space, or shall be found parked therein during any period when parking is prohibited or shall be found parked in violation of any of the provisions of this subchapter, the vehicle may be removed by, or under the direction of any person authorized to enforce this subchapter by means of towing the same to the automobile and vehicle pound, and the removal shall be at the liability of the owner. Before the owner or person in charge of the vehicle shall be permitted to remove the same from the pound, he or she shall furnish evidence of his or her identity and ownership or right to possession, shall sign a receipt for the vehicle, the enforcing officer may in lieu, or addition, of towing the vehicle to the pound serve upon the owner or operator of the vehicle, mail, or attach to the vehicle, a parking violation citation.
(B) The violation citation shall state the date and location of where the violation occurred, the time of violation, the kind of vehicle, the state license number of each vehicle, and any other facts relevant to the violation. A copy of the violation citation may be attached to the vehicle in a conspicuous place, which will notify the owner or operator that the vehicle was parked in violation of the provisions of this subchapter.
