(A) After the parking meter zones have been established and the number of parking spaces determined as herein provided, parking meters shall be installed upon the curb or sidewalk. Each meter shall be so set as to display a signal showing legal parking upon the deposit of the appropriate coin or coins which are lawful money of the United States of America, for the period of time prescribed by appropriate Council regulation. Each meter shall be so arranged than upon the expiration of the lawful time limit it will indicate by a proper visible signal that the lawful parking period has expired, and in cases the right of the vehicle to occupy the space shall cease and the operator or owner thereof shall be subject to the penalties hereinafter provided.
(B) Each parking meter shall also indicate by a proper legend the coin to be deposited; the hours during which the use of the meter is required; the legal parking time established; and when operated, each meter shall indicate visibly on and by a dial and pointer, or otherwise, the elapsing legal parking time, and upon the expiration of the time, shall indicate the illegal or over-parking.
