§ 72.049 PARKING METERS ESTABLISHED.
   (A)   All parking shall be under the direction, supervision and control of the Chief of Police.
   (B)   The Chief of Police shall have the following powers, duties and responsibilities:
      (1)   To see that the provisions of this subchapter and the regulations promulgated in connection therewith are enforced at all times;
      (2)   To install or cause to have installed parking meters in places and locations as have been determined by Council approval as herein provided;
      (3)   To see or cause to see that the meters are properly maintained, serviced and kept in a state of good repair so that they will be ready, and available for use and operation when required;
      (4)   To cause the parking meter spaces to be individually marked or painted on the street surface, curb or parking lots and the markings to be continuously maintained, after the location thereof has been designated as herein provided;
      (5)   To cause regular collections of the sealed coin boxes or containers from the meters and to deliver the boxes with seals unbroken to the Treasurer or to the person or persons designated by the Treasurer for the receipt of the boxes and the handling thereof and the accounting for the contents thereof in his or her office;
      (6)   To cause to obtain as often as necessary from the Treasurer the quantities of sealed coin boxes or containers for inserting in the parking meters to replace those removed containing coins, and to insert the empty boxes in the meters for use;
      (7)   To cause to keep a daily record of the sealed coin boxes properly identified, which have been removed from meters and delivered to the Treasurer;
      (8)   To erect or cause to be erected signs in sufficient number and of suitable size to apprise the ordinarily observant person of the existence of the parking meter regulation applicable to the parking meter space and zone;
      (9)   To sign or cause their designee to sign any and all complaints that may be necessary for the proper enforcement of this subchapter;
      (10)   If the vehicle is not towed away, to cause to have issued a notice of violation to every person, either as owner or operator involving every vehicle that is illegally parked under the provisions of this subchapter and the regulations promulgated thereunder; and
      (11)   To make recommendations from time to time to the Council covering any matters requiring the Council's help in enabling parking to function more effectively and efficiently.
   (C)   Any and all of the duties hereinabove specified may be performed by the Chief of Police or by the person or persons by him or her duly authorized.
