§ 72.047 COUNCIL APPROVAL; EFFECT.
   The Council may by appropriate resolution approve, modify prior to approval and may disapprove any recommendation. If and when the recommendation is approved by the Council, the recommendations as approved shall be the equivalent of adoption by the Council and shall have the same force and effect as though they had been set forth in a resolution in detail, and shall be deemed to be regulations promulgated by the Council in the control of traffic on the streets; provided, however, that nothing herein stated shall be deemed to prevent the Director of the department whose duty it is to enforce this subchapter to formulate rules and regulations as authorized by the Charter for the organization and conduct of the department; provided, further, that the promulgated regulations by the City Council shall not be effective until signs have been erected sufficient in size and number to apprise the ordinarily observant person of the existence of the parking meter regulations. Upon the approval and the regulations becoming effective, the Chief of Police or their designee, as hereinafter established, shall thereby be authorized and empowered to install parking meters and enforce the regulations pertaining thereto as herein authorized.
