(A) Where it is deemed that because of traffic congestion or other cause, the public safety is imperiled, the public convenience can be better served and traffic regulations can be more adequately enforced with the assistance secured through the installation and maintenance of parking meters, parking meters may be installed under and in accordance with the provisions of this subchapter.
(B) When the Chief of Police deems that conditions on or along any particular street or streets in the city appear to require the regulation of traffic by parking meters, he or she shall make or cause to be made through the Police Department a survey of the situation to determine the need for the regulation, and if he or she finds a need therefor, he or she shall make a determination of the fact, and shall file the determination together with his or her recommendations with the City Council.
(C) The recommendations above referred to shall include among other things:
(1) The parking meter zone or zones;
(2) Number of parking meter spaces;
(3) State the legal parking time in each zone;
(4) State the amount of the parking fee for each zone;
(5) State the hours during which the use of parking meters shall be in operation in each zone; and
(6) Make any other recommendation that will facilitate the movement or control of vehicular traffic and eliminate congestion thereof.
