Whenever it shall appear to the Department of Public Services that by reason of the extraordinary or dangerous condition of the sidewalk in front of, adjoining, or adjacent to any lot or premises in the city an emergency exists which, in the opinion of the Department of Public Services, requires immediate remedial action in order to protect persons using the sidewalk from injury and damage and the city from liability therefore, then and in that case the Department of Public Services shall have the right, and it shall be their duty, to immediately make temporary repair as shall obviate the danger herein set forth pending the proceedings for permanent repair provided in this subchapter.
