Upon the completion of the construction, reconstruction or replacing of any sidewalk by the city in accordance with the provisions of this chapter, a bill for the entire cost thereof shall be mailed by the Department of Public Services to the owner, agent or occupant of the property constructed, to the address where notice was provided, demanding payment of the amount due. If said amount is not paid to the city within 30 days from the date of such bill, the amount due shall be assessed against such property as a special assessment, in accordance with the provisions of § 16-05 of the City Charter. If any damage to the city or third party results from the neglect or refusal of the owner, agent or occupant to construct, reconstruct or replace as herein provided, such owner, agent or occupant shall be liable to the city or any damaged third party for the full amount of such damages.
