§ 51.061 PROHIBITION.

It shall be unlawful for any person, firm or corporation to violate any rule and/or regulation, provided, that before any rule and/or regulation shall become effective it shall be approved by resolution of the City Council, and then published in one issue of a newspaper of general circulation in the city.
