The Department shall collect a deposit equivalent to one year's water supply based upon records and estimates, the deposit to be collected within one week of an affidavit being filed pursuant to Act 178 of the Public Acts of Michigan of 1939 (M.C.L.A. § 123.161 et seq., MSA 5.2531(1) et seq.) indicating that a lessee is responsible for the water bill. Once the deposit is collected the lessee will be responsible for all charges to the water account. If payment goes delinquent for two bills submitted by the Department the water will be shut off until proper payment is made to the city.
