The intent of this subchapter is to provide for the collection of a water deposit if an affidavit is filed with the Department indicating that the premises are leased and that the lessee is responsible for the water account pursuant to the provisions of Act No. 178 of the Public Acts of Michigan of 1939 (M.C.L.A. § 123.161 et seq., MSA 5.2531(1) et seq.), as amended.
