The Department shall have charge of the reading of all meters and shall keep a record of all meter readings. The Department shall keep accounts of the charges for water furnished to all premises, whether upon a meter or flat rate, and shall render bills for same. All water charges shall be collected by the City. All payments made to the City shall be reported to the Department, who shall credit the sum to the property account.
